The TWO-STEP Projects (Technology Workforce
Opportunities through Seamless
Transitions and Educational
Partnerships) offer seamless, no-penalty transitions
for technical students from high school, to community college (step 1),
and ultimately to the university (step 2). Technical programs at the community
college are designed to enable students to enter immediately into the job market
in a high paying technical field. These programs therefore do not typically transfer
to universities.
The
goal of the TWO-STEP Projects is to develop pathways that encourage students with
technical degrees to complete their bachelor's degrees. A bachelor's degree will
provide additional marketability, higher pay, and greater opportunities for advancement
in the workforce. The TWO-STEP Project initiative is funded by the Carl D. Perkins
Vocational and Technical Act of 1998 through the Texas Higher Education Coordinating
Board.
High school students earn community college credits by participating in Tech Prep
programs and then enroll in community college technical programs to earn associate
of applied science degrees. Students are strongly urged to finish their basic
core of liberal arts curriculum at the community colleges since this is required
for a bachelor's degree. Students then transfer selected, qualified technical
courses, in addition to the basic, education core courses, to participating universities
to earn bachelor's degrees.
